Retired Member Information
Retired members retain membership in the Association as a non-voting associate member even though they are no longer required to pay dues. CUASA negotiates benefits and stipends on your behalf. If any union dues are being deducted from your payment after retirement, bring this to the attention of Payroll for rectification.
Benefits (governed by Article 40.9)
If you were hired before Nov. 29, 2006 and retired with at least 5 years of service and were an active member of the benefit plans at retirement or if you were hired after Nov. 29, 2006 with at least 8 years of service and retired as an active member of the benefit plans, you and your spouse are covered by the Extended Health Care and Dental plans as are any dependents under the age of 26 with all premiums paid by the employer.
If you are not covered by the benefit plans because you are covered by your spouse's plans, you will only be eligible for the retired benefit if you elect to become an active member of the plan before you retire.
Employees who have at least four years of continuous service at the University shall continue as members of the Extended Health Care and Dental Plans, with the premiums shared between the retired member and the employer on the same basis as premiums are shared for active members of the bargaining unit.
Retired employees with less than four years of continuous service shall have the right to participate in the Extended Health Care and Dental Plans with the premiums paid for wholly by the retired member.
If you pre-decease your spouse after retirement, your spouse retains the benefits for his/her lifetime on the same cost sharing as existed at the time of the death of the member.
Spouses of members who die before retirement are entitled to continue as members of the benefit plans as follows:
- The employer will pay for continuation of the Extended Health Care and Dental benefits for a three month period.
- EHC and Dental coverage beyond three months will continue if:
- the deceased employee was eligible to retire on the date of death, and
- had coverage on the day immediately preceeding the date of death, and
- had at least 5 years service with Carleton University, and
- the surviving spouse and/or dependant/s agree to cover the cost of participation, through the payment of premiums, if required.
The premiums will be based on the active CUASA employee rates, until the survivor reaches Normal Retirement Date or draws a pension from the Carleton Retirement Plan, whichever comes first, at which point the rate will be the retiree rate for the group.
Note that the Health Plan is designed to reimburse expenses over and above those covered under a provincial health care plan. Once you turn 65, the provincial health care plan in your province of residence reimburses your prescription drug claims first; any remaining expenses may then be submitted to the Health Plan (currently Great West Life) for consideration. This is the case whether or not you are actually covered under the provincial plan (if you are not covered, the Health Plan will still reimburse prescription drugs as if you were covered by the provincial plan in your province of residence). Honourary Ranks
The assignment of honourary ranks after retirement is governed by the Senate policy. More information on honourary ranks can be obtained from the Provost's Office.
Teaching Credit Courses and Supervising Graduate Students
Teaching credit courses and supervising after retirement is governed by the Graduate Supervision Appointments Policy.
"Researchers who are not currently employees of the university, including emeriti/ae and other retired faculty, are normally appointed to the honorary rank of Adjunct Research Professor. In order to monitor these cases, appointment to this rank would continue to be handled by GSRO, with the letter of appointment coming, as now, from the President's office. It is understood that all Adjunct Research Professors are eligible to undertake graduate supervisions, although they would normally be provided with a full-time fauclty member as co-supervisor (who may be nominal) to act as the point of contact with the University. Distinguished Research Professors, as long as they hold that rank, will be treated as tenured faculty."
Members will be entitled to a stipend for teaching and supervising after retirement, governed by the Collective Agreement. If you are in reciept of CPP payments, there should be no CPP dedictions from your stipend. Please contact Payroll for more information.
Parking
With a letter of proof from the department that you are teaching as a contract lecturer (sessional) after retirement you are eligible for parking at the sessional fee. Sessional permits are valid for levels 9-15 of the parking garage and for Lot #6.
